I was impressed with how much they actually are doing to stop the Asian carp invasion. The problem is - it's all "risk reduction" and analysis, with a lot of tied hands to a variety of laws.
I found it interesting that the electric barrier fence was originally built as "risk reduction" to keep the Round Goby out of the Great Lakes. A lot of good that did! The Goby got in through the ballast water of ships.
So what's to stop Asian carp fingerling from getting in the same way? Probably not much. A quick review today indicates weak Federal laws and no enforcement.
